I'm pretty fair skinned too, and my hair right now is also pretty light. The ways I have been able to pull off a dark or smokey look are by using softer colors, like a dark brown or burgundy. You can still use black liner and all that, but instead of building the darkness of your look with black try a different dark color. The subtle difference will make it much more wearable. Also, although heavy face makeup is harder to pull off on pale skin, and that might not be something you want to do (I personally don't like the feel of full coverage makeup), try to do at least some tinted moisturizer and powder, and then use correctors and concealers if you have anything you want to perfect. Lastly, I'd say that peachy, or bronze-toned blushes (or just bronzer) will make the application look finished without being overdone or heavy. Haha sorry for the book! But that's what I've found to help in my own experience!
