It looks like false lashes and eyeliner.
And a burgundy lip.

Wet n wild has a lipstick that looks very similar to this (can't remember the name though 😬 but it stands out in it's own and is part of their standard collection). Looks like her lips were lined with black and the burgundy was centered on it and blended with some gloss put over it.
