What are you currently doing to blend? You should use a clean brush for blending or at least wipe off the product of the brush you using before blending.
You can try moving the brush around in small circles.

Yeah, I saw! Nice job :) I'm thinking that I may be having trouble blending bc of the primer...

Yeah I've had that issue. I thought I was doing something wrong. As soon as I applied shadow it just stayed in place lol.
