I use NYC matte top coat. It's a cheap version of the more popular Essie "Matte Me Crazy"

Matte top coats are great, but if we're talking about matte polish as a whole then there are a few other things I wanna mention. :)
Between Opi and Orly, I think I like Orly's matte better. Matte Opi colors seem like they always have a kind of shimmery sheen to them and I don't get that with Orly.
If you've gotta shop from the department store, go with Sally Hansen. I'm not saying Revlon and L'oreal are bad. This is coming from my personal experience, and I know SH's mattes are good.
