Ok, my oily skin had actually decreased a lot naturally around your age. (I'm 19 now) do you have a skincare regimen? If you do what is it?

Off the bat, I would start with a non-irritating cleanser (sulfate-free) a good alcohol-free toner, and use jojoba oil to moisturize at night. It mimics skin's oil and can tell your pores to stop creating so much.

My skin only appears only when I wear liquid foundation so I actually think the foundation is the problem

Try using milk of magnesia under it

Set it with powder wherever you get oily. It could be like a powder foundation or I really like Tarte's Smooth Operator translucent finishing powder.

I use covergirl trublend then add a powder foundation ontop.

You could try a matte primer under your foundation to help with oily control. Becca ever matte is a good one. If that don't help maybe try switching up your skin care routine with some different products to help with oil control.

I have really oily skin and no matter what I use my face is always shiny by midday. Try blotting paper. They absorb the oil when it starts to show without messing up your makeup.

Try having a look for a product with witch hazel... this really helps x
