I suggest you go to a salon because to me it looks like she has balayage highlights and it can be a tedious process if you don't know what your doing. You could probably google or YouTube how to do this type of highlight but I think it would turn out better if someone else did them for you like your mom/friend. Just my opinion

This hair color technique is called ombré one way to do it is parting your hair in the middle and doing two side piggy tails and then applying a lighter and then a toner depending on the color you are trying to achieve.
