8Th Grade Dress Up Dance.

Later in April I have an 8th grade dress up dance. Rules are girls have to wear a dress or skirt and guys must wear dress pants, shirt, and a tie. But then its says on the paper we got its NOT (its bold and underlined on the paper) a formal or semi formal dance. Yet the guys have to wear semi formal attire? Anyway all girls are going with semi formal dresses because we don't care! But our dress must be at least short sleeves, or a cardigan to go over our shoulders. I found this one that super cut and not to formal. Also I'm plus sized (1X which is also the size the model is wearing) to finally get to the point I have a few questions.
1.) Yay or Nay?
2.) hair up or down, my hair (naturally straight) ends right before my elbows when be hide me. I will add a picture of my possible up-do and down-do.
3.) nails ideas the match the dress.
4.) what can I wear to cover my shoulders?
