I agree with Mhairi, that's my all time favourite liquid eyeliner. The tip is very fine so it's easier to get a precise line then build up on it. :) when you started out with eyeliner I found gel eyeliner easier to work with, but I guess it's personal preference.

The ABSOLUTE best is Lorac Front of the Line Pro liquid liner. Easy to use, dark, beautiful color. I love it and liquid liner is my fav form of liner for personal use, well I'm starting to transition to gel but old habits die hard.
It's a great way for a beginner to start getting your cat eye down pat and then move on to using gel, IMHO.

Milani eye tech extreme is the best drug store liner with a felt tip. I've tried stila an it is also very good but I prefer traditional liquid eyeliner like urban decay's for really crisp bold lines.

I like pens with a brush tip rather than felt. The only eyeliner I use is Kat Von D's Tattoo Liner. It's the best! Never smudges, super black, and stays on even if I go swimming. So the applicator part of the pen has bristles like a paint brush and the product distributes out from the pen just by pressing on on it like normal. It's how I achieve a flawless cat eye every time!

I hate felt tip liners. I tried really hard to like them and jump on the wagon but I just can't. It seems to me that there is never enough liquid in the tip to get an incredibly precise line. I muuuch prefer a brush tip liner such as NYX Collection Noir liquid liner.
