If your looking for a bright red hair color then you should look into L'oreal Hicolor. They work amazing on dark hair. And as for the haircut, you will probably have to look up different professionals in your area, I'm sure one will be able to do it:) just make sure you bring them lots of pictures (front view of haircut, side, back, ect)

Manic Panic or La Riche Directions have some semi permanent really good vibrant red shades (blue bases and orange bases). The girl in the second photo is called Bayleigh Gibbs and she said she used Crazy Colour Fire in that photo. I assume she bleached her hair or already had very blonde hair to begin with so that she could achieve that colour. Manic Panic, Directions and Crazy Colour are all semi permanent, conditioning colours. To get the full vibrancy of the colours you would need to bleach your hair before hand but they are a great option if you aren't sure which red you want to go as they fade after a month or two and can then be replaced with a different shade
L'oreal HiColor is great if you want and all in one product that will lift your colour and dye it red at the same time. However it is permanent so make sure you know which red you want to go before you dye it.
