I don't think so.. but I havent tryed it. Um.. But I definitely don't recommend liquid! That will spread and turn the whites of your eyes dark grey.. I have learned this experience.

If you do use it DO NOT get it in your eyes because it will sting really bad I don't recommend using it under they eyes because it's really easy to get in the eyes (personal experience)

All I use is gel liner. I use it for tight lining, under the eyes if needed, upper lash line. Gel liner stays in place so well & lasts all day for me. & all eye liner usually stings if it gets in your eyes too much. It isn't meant for that. Lol.

I'm not really sure if my eyeliner is gel or not 😹 but (because of my, quite sad actually, inability to draw a straight, even line on my eyelid) I always put liner in my waterline and it's never bugged me before (:
