I think I have combination skin by my mouth it gets reallu dry an flakey up by my nose it gets oily.

There's also drugstore toners without alcohol. I love boots botanics rose water toner.

No it doesn't. Not that I'm aware of. And it doesn't bother my skin at all. I think it just depends on how sensitive your skin is to it, and how much alcohol is in it. Everyone's skin is different.

Over the winter, my skin got soo dry and irritable so I needed to stop using harsh chemicals and I started using Simple kind to skin soothing facial toner- it's really good and now my face is back to normal :)

Burgandy actually can use a toner. There are a number of toners out there that don't use any alcohol or at least a higher grade of alcohol.
Its important to keep the skin balanced and a lot of people forget that.
For example the Fresh Rose Floral Toner is alohol free, and rose is very hydrating so it will help. You can always use a cleanser that is PH balanced, that way you won't need to use a toner. Try First Aid Beauty cleanser. Good for everyone and a good starting point.

I really like Simple Skincare's Soothing Facial Toner. I find other toners would really dry out my skin but this one doesn't leave my skin feeling tight or dry. You can also use witch hazel and dilute it with water.

I recommend witch hazel. It is the only toner I have tried that doesn't dry out my skin or irritate it.

I really love Murad's Toner, it has help my skin so much. I have dry skin too but as long as I use a moisturizer its fine.(:
