I like Maybelline (mint green packaging). Its really skinny like the Anastasia Brow WiZ. Except it doesn't have a spoolie on the other end, it has a good-for-nothing comb. And it only comes in 3 colors.

I wouldn't call this a drug store brand, but the BrowGal brow pencils are my favorite. At least out of what I've tried. I used to use Covergirls and they work well, but one of the things I like about the BrowGal brand is that they have a sharpener built into the lid and it has a built in spoolie on the other side. Super handy and they wear well. You can go natural with them, or layer and get a deeper color.
