If your shadows don't appear vibrant then a primer will definitely help that. I use the UD Primer potion but I heard that too faced shadow insurance is great as well. For drugstore I recommend NYX HD primer.

Or maybe you could try a white base on top of the primer.

I use the nyx jumbo pencil in Milk, and I love it. it makes every color more vibrant, I use it as a base for my shadow.

Nars smudgeproof eye primer work the best for my really oily lids and makes my shadows extra vibrant!!

* forgot to mention, I love UD Eden (for matte shadows) & Sin (for shimmer shadows) Primer Potions. they work wonderfully. no creasing & they definitely add vibrance to the shadows.

I agree with the UD primer potion. It really enhances the colors and makes them more vibrant, in addition to lasting long.

I also recommend a white base such as Nyx in Milk.

As for a vibrant colorful palette, totally agree wifh Kyra on the Esperanza palette! Purchased this yesterday and I'm in looooove. 💗 or for an even more vibrant/colorful palette check out the UD Electric palette!

Primer makes a big difference imo. I use to not wear primer but I can't go without it Now!
