How committed to having a wand are you? I really, really recommend the Mac Pro Longwear concealer, but it comes in a pump bottle. It's easily the best under eye concealer I've ever tried. It's creamy, but dries quickly, doesn't crease or smudge over time, and really brightens any dark circles you may have.

I'm a big fan of Amazing Cosmetics. Its in a tube and is especially good for dry skin & dry patches. Doesn't dry down to a powdery finish.
