This is my thing that I've done lately. I have oily skin so I powder everywhere. And to take the powdery/ dusty look away I spray 1-2 with my skindinavia no shine setting spray.

Definitely both, especially if you use a liquid foundation. you should dust your whole face with a setting powder, then after you've finished applying all your makeup, mist your face 2-4 times with a setting spray :p

Both works for me, I do heavy heavy powder, as diggie was saying, and set with e.l.f setting spray or mac charged water.
