Hey girls, I'm looking for a matte or semi matte highlighter powder because I find shimmery ones can make me look oily, budget friendly ideally :)

Laura Geller French Vanilla. Not a matte & not shimmer. Right inbetween like a pearl (but maybe a teeny bit less).

I agree with the Laura Geller highlighter! It has a bit of a sheen.
You can also buy a light shade of Ben Nye's luxury powders and use those to highlight and they are matte. Lastly, I have heard Anastasia's Contour Kit has matte shades. And at last resort, just use a matte cream eyeshadow.
