I think it is all about personal preference. For example, I love nice thick liner with a wing, however I would never personally wear it so thick it covers half my lid, and yes I have seen countless people do that.

I think that it depend on whether you wing it or not. If you make sure the shape is nice and wings out, you can go pretty thick. Make sure it starts thin though(:
