Its a bit unfortunate that MAC's foundation range doesn't work for you. I really thought they had a huge variety of foundation colours, but nonetheless I have 2 foundations which you could give a try :D
I really think Illamasqua's rich liquid foundation or the skin base foundation by illamasqua would work wonders with your skin. Both foundations come in really pale skin tones, and by really pale I mean, they even have a paper white foundation! (that's how pale they go!) Alot of pale youtube gurus in UK use this brand, as it matches they skintones sufficiently.
now the difference between the two foundations comes with their coverage: As the name suggests, rich liquid foundation has a extremely high coverage whereas, the skinbase feels like BB/CC cream, yet has a medium to buildable coverage.
I personally have both, and enjoy using them both for different occasions. I use the rich liquid foundation for special occasions such as weddings, and use my skin base foundation for going out (dates with my fiance, or family outings)
If you are interested in these foundations I suggest you get your skin tested for your colour range, and take sample pot home. I suggest this, as the foundation is a little on the pricier side, and I wouldn't want to commit to the price unless I'm definitly sure that it was the right foundaiton for me.
Emma, I really hope I have been able to assist you in your foundaiton search. I'd really love to hear what foundation you purchase and why.
Good luck and take care!

I am pale and have dry skin as well. I also break out easy when I try new foundations. I have always used Neutrogena healthy skin foundation. It has really nice coverage without being too heavy and it looks very nice. Hope I helped :)

I love true match Lumi... I just recently purchased it about a week ago & I'm hooked.. Everyone kept telling me to try it so finally I did and it's now my favorite.. I also really like the 24 hr colorstay but a lot of people said it caused breakouts.. I didn't notice any change with acne.

Try Neutrogena Shine Control, I don't use concealer with it and it works wonders also not crazy expensive.
