Toner is to color correct. Like when blonde hair is brassy, you use a blue/purple toner to get rid of the orange tones in it. It's opposite of the color wheel.
You'll need to dye your hilights if you want them darker. Toner will just make them less brassy.

Toners are an unnatural color that tone out unwanted tones. If your hair is brassy you'll use a toner which is usually a purple color, the ones I used anyway. It makes the hair more of an ash color.

Ok so there is no like dark brown toner? Because my hair stylist showed me a bunch a while ago (dark ones) after she bleached my hair.

I will answer this as a hairstylist. A toner refers to any color used to tone hair. Period. If you have brassy hair, you could use a blue/violet toner to keep it the same level, just less orange. If you hair is to light, you can tone them to a darker color as well.

Usually toners refer to depositing tone with a Demi permanent color but you have to be careful because it might affect the over all color of your hair. Not just the highlights.

Hope this helps.
