I use NYX automatic brow pencils, they come in a bunch of colors for $6 and you can use a cream like Sonia kashuks eyebrow palette at target to get a more precise line it has four colors in the palette ranging from blonde to auburn to dark brown.

Benefit has tinted brow gels so you could purchase a blonde tinted gel so if you don't find a good product you could use that. But other than that on the elf website they has a brow gel duo in ash- for blonde hair.

I am in love with the nyx eyebrow cake powder! It's works so well and it's around 8 dollars at the drugstore but it's wonderful quality and you can get it in blonde!
