The white bumps like milia .you have to go to a derm. To get them lanced.

I get those bumps, they are calcium deposits and sadly there is nothing you can do for them... Do your parents have them? It's usually genetic. I find a cream concealer under a powder foundation is the best. The cream foundation smoothes and evens out the color and the powder foundation makes those little bumps blend in more and appear soft and less noticeable.

As Erica A. said the white bumps are milia. They are hardened kertain and sebum with no visible opening. You normally see them in drier skin types or skin that's experience trauma like iv damage. Your best bet is to have them removed from either a dermatologist or esthetician. They usually use lancets to do so, to creaye an opening and then extract the milia out. As for dark circles the first things will be gets lots of sleep and drink plenty of water. You can also try a topical treatment containing vitamin k. vitamin k helps with blood coagulation and is moat known in treating rosacea, spider veins, and dark under eye circles.
