What does it mean when people say to 'blend' your eyeshadows? also how do you do that? thanks.

Exactly what it sounds like! It's like, when the eyeshadow diffuses into the skin this looking more "natural" (I use that loosely). IE:

Eyeshadows should blend together so it's not like just one huge color block with harsh lines, if that makes sense.

In order to do this, you'll need a fluffy blending brush and just move softly in windshield wiper motion or circular. There's tons of YouTube videos on it I'm sure!
