Can eyebrow hair grow back?

I honestly don't like my eyebrows..well their shape. I see little hairs starting to grow back out from the top. Can they fully grow out? I was thinking about shaping them with more of a curve instead of straight like I have them now. Their thin as well! So what do you ladies say? Can eyebrow hair grow back fully??
