Put a powder underneath your eyes and put a primer on before you apply the mascara.

Put a buisness card or tissue under your eye and keep it there while you put on your mascara. Wait 30 seconds, blink a bunch, and wait another couple of minutes until your lashes are dry, then take the tissue or card off.
