When I really want it to stay put I start off by lining both lips and filling it in entirely with the liner, then apply lipstick, blot on tissue, apply a very light layer of translucent powder, apply lipstick again on top of that, blot once more on tissue then I'm good to go!

Always exfoliate your lips and moisturize them beforehand and you can use a lip primer like the other girls said.
