Why hello pasty skin twin! I'm uber fair too. As in "keep bugging MAC to make NC10".
Sadly, for foundation the drugstore is kind of out. I've never found one fiat enough. High end, MAC and illumasqua are really the only two brands that make foundation for the uber pale. If you want a powder mineral foundation, I stumbled once across a UK brand called Lily Lolo. They make a great mineral foundation.
As for the rest of makeup, well, we can do just about anything. We are working with a clean slate so to speak ;-) I do everything from cat eye/red lip, smokey eye in a variety of colors, and sometimes just wear a bold shadow for fun.
The only thing I find "off limits" is bronzer. I've never found a way to use bronzer that doesn't look ridiculous on me. Of course, I like to rock my pale, so I haven't really tried ;-)
