What's the difference between pen eyeliner and felt tip liner or are they the same?

A pen looks like a pen or marker with an eyeliner tip and has eyeliner in the pen part. A felt tip liner is normal liquid eye liner but some have a brush and others have a felt tip.

A pen eyeliner is the design of the eyeliner package but a felt tip is a type of applicator it's kinda stiff and it can be in either liquid or pen eyeliners I hope this made sense.

A pen liner is any eyeliner that you don't have to dip into a container to get the liquid. It's got the liquid inside it, like an ink pen.

A felt too liner is a type of applicator. There's felt which is a little piece of felt packed into a little tip for application. And then there's brush tip which is a bunch of little hairs packed together similar to a brush. They can both be on a pen liner.
