Haha weeeell, if you mean color-wise, it's a process I'm actually doing right now in a weird way. You have to bleach the living daylights out of your hair to get it to be that light. Also, you can do two things: one is for a short term version of that, which is basically just buy a pink dye. But the long term version which is what I'm doing right now is to dye your hair a fire hydrant red and let it fade (I've been stripping mine with baking soda). But if you meant the style haha, all you really have to do is give your hair volume in whatever way you choose (the brand bamboo has this great root uplifting spray), and muss it up. You can braid your hair and leave it for a while to get the wavy effect too :)

If you mean the hairstyle you could curl your hair before you go to bed then when you do your hair the next day just comb through it with your fingers, then do a whole bunch of teasing to give your hair some volume.

Conditioner in the dye makes it more pastel colored.
