I can't really tell because of the photo, but there could be a couple of reasons for it, like the light your in, your skin tone is possibly uneven or you could just have a tiny bit of facial hair, which could be noticeable because of your natural hair colour :)

Darker skinned people can get discoloration around the mouth :) it's nothing to really worry about I barely can tell.

I had this EXACT problem for years. the spots would appear randomly, big.small.weirdly shaped. I went to the doctor and found out it was because I was malnourished. I started eating healthy (also finding out I was pregnant) lol.. in a few months they were gone.

I have a friend with the same kind of skin tone as you & she has some slight discoloration too, it's really nothing to worry about & I promise you can barely notice :)

It can be post inflammatory hyperpigmentation or over exposure to sun which many women of color get around the mouth area ,you can try a kojic acid serum it doesn't burn ,c booth derma makes one or you can try a retinol serum and use spf of 30 and reapply often
