Kay so firstly I just want to say I totally approve of your music taste. PTV and SWS are life.
I think the palate would suit your skin tone nicely, however, keep in mind that buying anything from forever 21 probably means they won't last that long.
My friend has some shadows and they're not very pigmented and a little dusty. I would recommend one of the Naked palates if you can afford it.

If you have a gift card and want makeup why not go for it. The pigmentation probably isn't as great as urban decay or some high end brand but if you use a good primer you should be fine. Or just use it when you aren't going somewhere all day that you need to be really dressed up for. You can also use other shadows along with the shadows from this palette and it might be better for pigment. But like I said before, using a good eye primer might help them last longer since they aren't as high of quality. Hope this helps and makes sense!!
