Top Eyeliner Bleeds Undereye Throughout Day Help!

I wear waterproof eyeliner by sephora, but throughout the day it starts to bleed under the eye giving me the appearance of horrid dark circles. My mom said I looked like a was using " heroin makeup" it's gotten better since I switched eyeliners but still it happens a bit. I'm not that good with makeup so any suggestions will help!!!

Smudge some eyeshadow on top of the eyeliner and don't forget a primer before any eye makeup which keeps it in place too.

They have a revlon one called decreased in the drug store ir an NYC jumbo pencil in milk. It will also make the colors pop if u use it as a base. Just use a little and blend. ;).
