Yes! using the right moisturizer (I recommend a gel instead of a cream since it's less heavy) will tell your skin that it doesn't need to produce excess oil since it is receiving enough moisture from that moisturizer.

I have very oily skin and I swear by the Neutrogena combination skin moisturizer. I noticed a huge difference when I started using it.

What's worked best for my oily skin has been to stop putting stuff on it (skincare-wise, that is). I wash it, and that's it. Everyone says "Oh, yeah, you have to use moisturizer anyways," but I've tried several, high-end and drugstore, and it makes my skin more of a grease pit than ever. I guess go ahead and do what everyone says, but if it doesn't help your skin, try not using anything other than cleanser and water.
