I like using a clear lip liner. Too Faced makes one called Borderline Anti-Feathering lip liner. You could also try the lip pencils from NYX, they have a good selection of neutral lip liners :)

I am a huge fan of the makeup forever Aqua lip liners. They're a little bit on the pricey side, but worth every penny! I'll include swatches below of many lovely shades. Of course there are some super bold shades, which aren't what you're asking for, but I do believe that you'd look absolutely stunning in 10c. Hope I could help some!

I like MAC Subculture for you. It is my HG lip liner. It's perfect on lighter skin tones. It adds definition without that "outline" look.
