If you want to try eyeshadow, I would experiment with neutrals first before getting into brights. I would also try some quality drugstore brands like wet n wild, Maybelline, and Loreal so you can experiment without investing too much money. Once you feel comfortable, then you can move on to higher end eyeshadows and bolder colors.
I don't know anything about lipstick so I can't help you there.

You may have already heard of Julep, but in case you haven't, definitely check out their website. Their primary focus is nail polish and skin care, but they do a small line of makeup items, most of which tend to follow a neutral pallet and aren't overly flashy, and are excellent quality for a medium price. (To get the good prices though, you do have to enroll in the Maven program, but seriously, DO IT!) It's so much fun to see the new line of products they come out with each month, you don't have to order a box if you don't like that month's selections, and you get free shipping on all your purchases. I've been a maven for over a year, and have never regretted joining up.
P.S. - I swear Julep is not paying me to endorse their products, but I wish they would, considering how much I recommend them to everyone I know! :)

P.P.S. - Also, you are such a pretty girl! You really shouldn't need to wear much makeup at all! But if you're interested in experimenting with something new, I think a dark maroon or oxblood colored lipstick would make quite a statement and look really good with your skin-tone.
