on someone who does I always use a small domed brush with a tope-ish brown colour and find their eye socket so sort of fake a crease.
And then continue with the smokey eye like normal

My eyes are quite hooded also and I love doing smokey eyes on myself. I just bring the lid color (usually black or brown) way above my crease so it actually shows when I open my eye. Just keep stepping back and seeing how it looks while doing it. 😊
