You can do that but that palette looks like a zpalette where you buy an empty palette and add anything you want (from any brands or wtv you like) to it. I say that because the blushes are all different:/

Those are baked blushes, so any brand that has then really. I don't know a specific brand seeing as I can only see the product and no packaging.

That looks like a palette someone has made themselves... I honestly don't think that would be sold like that. You would have to buy the palette and fill it yourself.
