neither! silicone causes breakouts (on my skin anyway) and water based cosmetics don't deliver enough coverage and melt throughout the day.. bleh!

Silicone is supposed to be good for oily skin. Not sure about water. Just don't mix the two, it doesn't work out haha. If you use a silicone based primer then use a foundation with silicone, water with water.
