With that out of the way...
I'd say with a black flashy dress is go with a bold lip and natural eye. Red, orange, purple, fushia are all colors you could use.

If you aren't too find of bold lips is go with a smokey eye with an accent color. So, like go with black but throw on a little blue or purple in the outer corner -and then use a more natural lippie.
