I had this problem, I started putting lip balm/Chapstick on underneath and it fixed the problem.

There's no moisture in them so if you're not using a lip balm, Chapstick, or moisturizing oil underneath that would be best. You should do that with any lip product though

You could also exfoliate your lips. I know a few cosmetic companies carry lip exfoliator, or you could just mix honey and sugar together and rub on your lips for 30 seconds. After exfoliating, put on a good moisturizing lip chap.

I like the idea of exfoliating with a toothbrush or damp wash cloth instead of buying a lip exfoliating product. They just seem like a waste of money. Yeah, exfoliate and then put on lip balm

Put lip balm on under your lipstick, it makes a world of difference!

I do the same thing as Gen does, I feel that if you give your lip balm time to sink in, it is more effective. If you know you're gonna wear a matte lip, take extra care to moisturize your lips well the night before. Exfoliation helps as well.

Lip balm 24 hrs a day! But when I'm wearing a red lip, I wipe off the balm, use pencil to outline and fill in, apply lipstick with a lip brush, blot, apply lipstick with a lip brush again. It lasts a long time and since my lips are healthy, they don't dry out too much and it wears off evenly.
