So I was in the shower earlier (sorry for the details) and I noticed when ever something rubbed against my legs, stuff was coming off of them!! It looks like dry skin, but it was wet so I couldn't tell. But this only happens when it is wet. Is this normal?? What should I do to stop it?

Thats normal as far as I know. its most likely just dead skin or build up from not getting all the dead skin of on one place so its been building up. to get rid of it for a little while, you can try an exfoliating body wash with the beads to help scrub off some of the dead skin you may have in other places. hope I helped :)

It's mostly likely dead skin cells that have just built up, completely normal.
You can make a sugar scrub with honey, and with a gentle motion it should come off.
Body washes with exfoliating beads help, or even an exfoliating body wash pad.

It could be sweat too. One of my friends plays soccer and she says that when she goes in the shower after playing soccer the sweat rubs off in gross ball-ish things. I doubt your legs sweat that much but it's possible.
