Shorts and leggings?

So I was wondering if I should wear shorts with plain black leggings underneath? Their a light blue pair of denim shorts but the problem is, I don't know what kind of shirt I should wear with them.

I personally am not a fan of the leggings shorts look, but if you are why not? I agree with Anissa's suggestion sounds nice

I'd say sheer black tights instead of leggings.
