I am not looking to become a professional MUA. I am more interested in learning how to perfect my make up. I can't do a smoky eye to save my life!! Any advice on where to start?

I think you can learn a ton from YouTube, especially if you just want to learn how to do things on yourself. I learned most of my makeup "skills" from watching videos and practicing.

Since there is not an official certification to be a MUA, all the advice I've heard and read is PRACTICE! I agree about YouTube gurus. Try gossmakeupartis, Robert Jones, Emily at beauty broadcast, pixiwoo and pixi2woo, Lisa Eldridge, that girl shae xo, TheMakeupChair, and Marlena of MakeupGeek.
