Have you tried petite clothes? they are made for shorter people. You could also hem things if you needed to. There's nothing wrong with being short! I've always wanted to be shorter (and I'm only 5'5"

Trust me this is my daily dilemma and why I mostly despise shopping. (I am 4'11", 103 lbs) I wear a lot of leggings with mid rise boots and loose fitted tops/sweaters. It is tough for us small ladies to find stuff for our frames, I would suggest getting a sewing machine eventually. I absolutely love mine! And now I can finally make my clothing fit like it should. You could also take clothing to a tailor to be hemmed or taken in professionally. I think Nordstrom has free tailoring when you buy clothes from them. (double check though, I haven't had to take anything to them since I got my sewing machine a few years back. )

I recommend looking at JCPenny's clothes and somethings at Target. I'm 5' but a bit... curvier(I've got hips and I'm a 36D)
