Watery Eyes!!

I have crazy watery eyes ALL the time. I use gel eyeliner, waterproof mascara and waterproof medium in my shadows but still end up runny and smeary! And no matter what product I use (and I have tried many!) strip lashes just wont stick... Anyone else have this issue? Any tricks out there?
