I use Loreal's true match super blendable foundation, they even have them labelled according to warm, cool, and neutral undertones!

Covergirl trublend is my favorite. Using a sponge gets a light coverage, stippling brushes gets you better coverage and their tones are more neutral and categorized by general pigmentation (l is light)

The best drugstore foundations for cool skin tones I know of are from the L'Oreal True Match line. The Super Blendable Foundation has light to medium coverage. It's been a while since I've worn it myself, I prefer fuller coverage, but I remember it wearing well without ever feeling heavy.
