I'm very fair skinned and am always the lightest shade in every foundation, but they're almost always too dark and no matter how hard I blend you can always tell my neck is lighter. Any suggestions?

A lot of girls have said that CoverGirl TruBlend has really pale shades. you can also buy a white skin base to mix with your foundation to make it more pale (:

You may just have to go with higher end brands because they usually have more of a variety of shades. I've had good luck with L'Oreal, Hard Candy, and Revlon as far as light drugstore brands go.

I have extremely fair skin and always had that problem, until I tried MUFE mat velvet foundation! It is very light and I absolutely love it.

I us bb cream, it's light so it blends into lots of different skin shades really easily.

I really like Smashbox Bb Cream in Fair, Urban Decay Naked Skin Foundation in the shade 0.5, and I wear Vanilla in Hourglass Immaculate Liquid Foundation, which has a very pink undertone (personally even a little too pink for me) but I believe they also have other very pale shades with different undertones. I'm a natural redhead for reference, so I am very very pale. Hope this helps! 💕
