I normally do both, or just top. I think just the bottom looks a bit weird, unless it's just the waterline.

You can do a small wing or just a line on the top and go about 3/4 on the bottom maybe less depends lol

It depends on the shape of your eye, I guess.

I like to put on both, bottom and top eyeliner but leaving out the inner corner of my eye because I think that's what looks best with my eye shape.
