In-Grown Hair Help!

So, I have very dark/thick hair and when I shave my bikini line I always always get in-grown hairs. I have tried everything to get rid of them! I've used shaving gel, conditioner, waxing. I also shave in my hot shower to try to open up the hair follicles! It's so bad that I'm embarrassed to go out in public in my bathing suit. Any tips would be super helpful!
