Hey I think you should try the smash box hydrating primer, works wonders for those good ole flakes, believe me I'm the queen of flakes

Try thicker foundations. Oddly enough, I find the super liquidy runny foundations to show my dry patches worst. I like tartes Amazonian clay foundation. It's a thicker consistency. It almost feels like a mask when you squeeze it out of the bottle, but it's light weight and doesn't feel heavy on the skin. I almost forget I'm wearing it. You could also try the "mousse" foundations, There's a few drugstore ones like that. They feel like they're more moisturizing. Also, moisturize 5-10 minutes before putting foundation on, I find that helps. :)

Bobbi Brown Extra Repair Foundation (not the tinted balm) works well with dry flaky skin. I don't think its water-based so it won't evaporate & dry out your skin. Also, don't use a brush to apply foundation, it will just rile up more flakes. Use your fingers. And try not to powder, maybe t-zone only.

Try applying your makeup with a damp beauty blender!! I use the $5 knock-off from Real Techniques and I really like it. I use it with MAC Studio Sculpt which is gel based. I also use the hydrating primer from Smashbox as well. And sometimes I'll use MAC's Fix+ before my moisturizer. So far, all of these things have helped. Make sure you're not using a foundation that has a matte or liquid to powder finish because those will be naturally drying.

Sorry. app froze on me.
as far as your question. best thing is to get rid of the dry patches.
best way I found is hydrating mask.. my skin was ridiculously dry over the winter and I would wash my face n apply mask when I get home n the evenings. now I don't have that issue. I did it everyday for like a wk.
facial oils are good.
if you can afford it tarte and Josie maran I've heard great things about. they do a good job of hydrating n not making your skin greasy.
I'm poor :) so I use loreal facial oil $19.99 and botanics facial oil. sometimes alone. sometimes together.
good foundations for dry skin are Clinique super balanced, Mac minerlized liquid, and maybelline fitME. done girls really like loreal tru match lumi, I'm iffy of that one for me but it definitely gives moisture.
