Milia maybe. You might want to check with a derm to be accurate. You could maybe try a retinol eye cream. Roc http://www.ulta.com/ulta/browse/productDetail.jsp?productId=xlsImpprod3190035 makes one but since I've never really had this problem I can't tell you if it'll work but maybe.

I just researched some and there are eye creams that exfoliate you could try. http://m.sephora.com/truth-is-in-the-eyes-vitamin-c-peel-concentrate-P268417?skuId=1425248 this is one I saw

I have this too! :)
Just go talk to your dermatologist and they can proscribe you something. It just happens when dead skin cells get trapped under your skin and it's leaves small, annoying bumps.
